First Responders Pathway
Expanding access to EMS careers across the region.
HealthForce Partners California is convening a regional effort to build new training pathways into Emergency Medical Services (EMS) careers—starting with Emergency Medical Responder (EMR) and Emergency Medical Technician (EMT) programs for high school and adult learners.
Right now, EMT training is only available at San Joaquin Delta College. Working with partners across Stockton, Lodi, Tracy, and Manteca, we’re aligning curriculum, instructors, funding, and host sites to expand access and open new cohorts in communities across the region.
What We’re Building
- Regional EMR-to-EMT career pathway model
- Local cohorts beyond Delta College
- Strong alignment across education and emergency services sectors

Partners Include:
San Joaquin County Office of Education, Lodi Unified School District, Tracy Unified School District, Stockton Unified School District, Manteca Unified School District, San Joaquin Adult Education Consortium, San Joaquin Delta College, and the San Joaquin County Emergency Medical Services Agency
