Building a stronger behavioral health workforce—starting at home.
HealthForce Partners California launched the Behavioral Health Workforce Partnership in 2023 to expand and upskill the behavioral health workforce in San Joaquin County and now, with new investments and additional funders, the program is expanding into Stanislaus and Merced Counties.
In partnership with San Joaquin County Behavioral Health Services and with financial support from the San Joaquin County Board of Supervisors, we’re growing a pipeline of local talent to meet urgent needs in mental health and substance use care. This partnership isn’t just training new professionals, it’s retaining and advancing the current workforce through scholarships, loan repayment, certification support, and retention bonuses.
An expanded behavioral health workforce doesn’t just mean more jobs. It means:
- Greater access to care, especially in underserved communities
- Reduced pressure on emergency rooms
- Lower healthcare costs for patients and providers
- A healthier, more resilient region

80+ paid internships placed and supervised—far exceeding the initial goal of 40
More than $ 1 million in scholarships awarded to San Joaquin and Stanislaus County residents
New investments in Peer Support Specialists, Substance Use Disorder Counselors, and Psychiatric Technicians
MSW training opportunities expanded through Stanislaus State’s return to Stockton and more slots at University of the Pacific
